KAWARTHA LAKES: At a recent City of Kawartha Lakes council meeting, councillors received and adopted the Social Services Service Plan for 2025-2029 which will guide the delivery of local social services over the next four years.
The plan, presented in a report by Janine Mitchell, Manager of Human Services, aligns with the Ministry of Children, Community and Social Services' vision to create an efficient, effective, and people-focused social services system.
"This plan is about ensuring the services we provide are structured, streamlined, and responsive to the needs of our community," Ms. Mitchell stated. "It’s a framework which will help residents overcome challenges, become employment-ready, and work towards greater independence."
The updated plan follows new provincial requirements which set a standardized four-year cycle for service plans, with an addendum required at the two-year mark. The Ministry has outlined clear priorities, including identifying service gaps, addressing high-risk areas, and implementing strategies which improve performance outcomes for social assistance programs like Ontario Works.
According to Ms. Mitchell, "Our goal is to ensure we’re not only meeting the provincial standards but also addressing the specific needs of Kawartha Lakes residents. This means focusing on life stabilization supports, child care fee subsidies, and partnerships which enhance accessibility and effectiveness."
While the plan does not contain specific financial decisions, it will influence budget allocations moving forward. The finalized service plan will be submitted to the Ministry, after its approval by council, on Tuesday, March 18th. Due to the proroguing of the provincial government, the province has extended the submission deadline, to after the upcoming election.
Council members expressed their support for the updated plan and its role in ensuring social services remain responsive to the developing needs of the community. "This is an important step in maintaining good governance and an exceptional quality of life for our residents," said Councillor Mike Perry. "It’s about accountability and making sure our investments in social services make a real difference."
As the City of Kawartha Lakes moves forward, with the 2025-2029 Social Services Service Plan, staff will continue to monitor performance outcomes, negotiate targets as needed, and make necessary adjustments to ensure local services align with both municipal priorities and provincial expectations.
