Kawartha Lakes strikes deal to expand bus fleet

KAWARTHA LAKES: The City of Kawartha Lakes has taken a significant step to enhance its public transit system by approving the purchase of five lightly used buses from the City of Peterborough.

During a council meeting on Tuesday, November 19th, staff presented a report outlining the rationale for the acquisition and the benefits it would bring to the community. The total cost for the buses is estimated at roughly $930,000, excluding HST, and the purchase will be funded through the 2025 capital budget, which had already allocated $1 million for transit vehicle procurement.

Rodney Porter, Manager of Fleet and Transit Services, explained the opportunity arose after Peterborough Transit made eight low-floor buses available for sale earlier this year. These 28-foot buses are nearly new, with very low mileage and no significant damage or required repairs. Originally purchased by Peterborough in 2021 for approximately $186,000 each, the buses will be sold to Kawartha Lakes for the same price. The current market value for similar buses is $300,000 each, with a delivery time of 12 to 18 months, making this purchase a cost-effective solution.

“This is a great opportunity for us to save on costs while significantly improving our transit fleet,” Mr. Porter said. “The buses are in excellent condition and will allow us to replace ageing units which have exceeded their useful life, avoiding costly repairs.”

The City of Kawartha Lakes had previously purchased three buses from Peterborough earlier in 2024 after three of its own transit vehicles failed prematurely. Those purchases proved successful, with the city expressing satisfaction with the quality and reliability of the units. This history further reinforced the decision to pursue additional buses through this agreement.

Buyer Marielle van Engelen highlighted the financial benefits of the purchase. By securing these lightly used vehicles, the city will avoid $912,000 in costs compared to purchasing new comparable buses. Additionally, this acquisition reduces the need for further fleet purchases in 2026 and potentially until 2028, enabling long-term savings for the city.

The decision aligns with the city’s strategic priorities, including promoting good government, supporting a vibrant economy, and enhancing residents’ quality of life. Improved transit services will not only aid businesses and residents but also reduce road congestion and greenhouse gas emissions, contributing to a healthier environment.

The buses are expected to be delivered within two to three weeks of the purchase order issuance, ensuring the fleet will be ready to meet growing ridership demands in the Town of Lindsay and beyond.
