KAWARTHA LAKES: At the Council meeting on Tuesday, January 28th, the City of Kawartha Lakes officially formalized a partnership agreement with the Community Foundation of Kawartha Lakes (CFKL), cementing a collaborative effort to support local community initiatives and social sustainability.
This agreement, which runs until December 31st, 2028, with an automatic four-year renewal upon mutual consent, follows discussions dating back to June 2024, when CFKL representatives provided Council with an overview of the proposed partnership. Their presentation highlighted key programs, including grassroots community fundraising, management of the municipality’s Social Sustainability Fund, and the implementation of the Vital Signs program, which monitors community health and well-being indicators.
“The Community Foundation of Kawartha Lakes plays a crucial role in supporting grassroots initiatives and fostering collaboration within our municipality,” said Mayor Doug Elmslie. “This agreement ensures we can continue working together in a structured, accountable, and impactful manner.”
In June 2024, Council adopted a resolution directing staff to formalize the partnership, committing $126,000 in operating funding over three years. The resulting agreement outlines service delivery expectations, reporting mechanisms, and financial commitments to ensure transparency and accountability.
“This partnership allows us to build a stronger, more resilient community,” explained Valerie Kent, Executive Director of CFKL. “By managing the City’s Social Sustainability Fund and delivering the Vital Signs program, we can ensure resources are allocated efficiently, and we have a clear understanding of community needs.”
The agreement aligns with the City’s strategic priority of Good Government, emphasizing collaboration with community partners and institutions. According to the report presented to Council, CFKL is ideally positioned to oversee the City’s Social Investment Fund, ensuring funds are directed toward impactful projects and initiatives.
“Formalizing this agreement allows both parties to work towards shared goals in a sustainable and strategic way,” said Councillor Pat Dunn. “The work CFKL does is invaluable, and this ensures they have the necessary support to continue making a difference.”
The Council report noted no alternative options were considered, as the partnership aligns with directives issued in June 2024. Consultations with the City Solicitor, Corporate Services, Human Services, and CFKL board members helped finalize the details of the agreement.
