BROCK: At their meeting, on Monday, February 24th, councillors reviewed a joint report from Alicia Bagshaw, Recreation and Leisure Coordinator, and Maralee Drake, Deputy Clerk, regarding proposed updates to the Brock Sports Hall of Fame.

Due to a lack of interest in recent years, from the public and recipients, as well as limited community representation, staff have proposed transitioning the Hall of Fame into an annual "Awards of Merit" event.

The Brock Sports Hall of Fame was established in 2015, through the former Brock Sport Council, and funded, initially, by the Ontario Sport Recreation Culture Funding Grant. Since 2016, it has been supported through the Recreation Operating Budget.

The event, known as the "Breakfast of Champions," has rotated between Beaverton, Cannington, and Sunderland and includes a catered continental breakfast for recipients and their guests. The current structure recognizes an Athlete or team, a Coach, and a Volunteer each year. Additionally, local sports organizations have the opportunity to present their own awards at the event.

However, staff noted several concerns with the existing format, including the lack of a physical Hall of Fame location and declining participation. In 2024, only two sports organizations participated, compared to approximately eight in previous years. Many sports organizations already hold their own awards banquets, leading to duplication of recognition. Moreover, obtaining nominations from the public has become increasingly difficult, and many past recipients are adults who may not be interested in receiving additional awards.

"The Hall of Fame was a great initiative when it started, but participation has declined and we want to ensure we’re recognizing the incredible contributions of people, across all areas of the community," said Ms. Bagshaw. "This new event will allow us to highlight, not just athletes, but also, those who are making a real difference in arts, culture, the environment, and community service."

The recommended shift, to an "Awards of Merit" event, aims to expand recognition beyond sports and encompass other community contributions. The event will acknowledge individuals, groups, and businesses whose achievements have brought recognition to the community or enriched residents' lives.

A sub-committee, consisting of three council members and two staff members, will review nominations and select one recipient per category. Nominees must live in or actively contribute to the municipality. Categories include recognition in the fields of arts, heritage, culture, sports, recreation, social development, environmental advocacy, and volunteerism. Recipients will receive a municipal certificate, and their names will be listed on the township's website.

"We want this to be something which truly reflects the spirit of Brock Township," explained Ms. Drake. "There are so many people who make our community a better place, and we believe this change will create a more inclusive and meaningful way to celebrate them."

The council-approved budget, of $5,250, for 2025, is expected to cover costs for the new event structure. The township will promote the Awards of Merit, through municipal communication channels which include social media, newsletters, and direct mail.

The resolution, to adopt the new program structure, was moved by Councillor Cria Pettingill and seconded by Regional Councillor Mike Jubb. Council approved the amendments, directing staff to include the Non-Profit Sector Advisory Committee for planning the event.

"This is a great step forward for our community," said Councillor Pettingill. "It ensures we’re acknowledging the efforts of all those who contribute to making Brock Township a wonderful place to live and work."

The shift, to an inclusive and community-wide recognition event, reflects the township’s commitment to honouring excellence across multiple sectors, ensuring a broader scope of participation and long-term sustainability for the awards program.
